REP 1 THE ROAD TO WIGAN PIER: MANAGING LOCAL AUTHORITY MUSEUMS AND ART GALLERIES (Audit Commission, 1991)
The report stresses the need to identify why a museum is receiving assistance, to set objectives and to devise a business plan to make it firmly customer orientated. Caused quite a stir and has had significant impact on Local Authorities and their museums
